The ACA implements charges on hospitals for re-admissions of the same ailment. It is because of those charges that some healthcare groups are already monitoring your spending habits to see if they are part of the reason you might not be getting better. If the healthcare groups find any discrepancies on your report you might find yourself getting a phone call asking you to change your ways.
So if you have diabetes and you like to use your credit card to get a donut every now and again, you might get a phone call. If you have asthma and continue to buy cigarettes, you are looking at a phone call. There will be no way for them to tell if the things you buy are for you or not, so all that food for the backyard party is only making you look bad.
The bottom line is this is an invasion of your right to privacy, but until enough people care about their privacy and decide to take it to their politicians this type of big brother behavior will go on.
